Flammability is based off of how well a substance combines with oxygen, sometimes giving off a mixture known as smoke, otherwise combusts. Almost every element creates compounds with oxygen, but flammability tests how easily it will do so. Combustion was once part of the reaction type oxidation, until the meaning was changed.
